Phishing emails are scams where criminals try to convince you for information. Common ones include Nigerian Princes, false invoices from companies, and false "hack reports" (someone tried to hack your account)
It's common for these emails to have links for you to visit. Those links often take you to virus filled pages, or to pages where they ask for you to log in. You aren't actually loging in, you're giving your login information to the criminals.
Internet crimes are regulated by the IC3.
Fill in as much information as possible. You do not need to know everything or have done everything. At a minimum, copy and paste the suspect email.
Open the email.
Next to the reply arrow, use the drop down to select "Report phishing"
